ICE's neighborhood surge
Masked ICE agents fanned out across Bushwick, Inwood, East Elmhurst and College Point over two days at the end of July, checking a child's passport and pepper-spraying a bystander who filmed them, in what advocates call the sharpest uptick in activity since border czar Tom Homan threatened a buildup.
